CEO’s Report

Welcome to our March 2025 newsletter.

Whilst our economy may be struggling with inertia, the same can’t be said for the security industry where we seem to have started the year at full speed. Hopefully you will find the commentary below beneficial in keeping you briefed and informed on some pretty important developments and initiatives that are currently in play.

SGM (Special General Meeting) to approve NZSA Constitution changes
In our last newsletter I referred to our implementation of a new strategic plan that is built around three key strategic objectives:

  • Enabling a stronger, smarter, and more effective security industry.
  • Advocating for an accountable, safe and thriving security industry.
  • Listening to, understanding, and promoting our industry and stakeholders.

Aligned with the objective of enabling a stronger, smarter and more effective security industry, we will place more emphasis on lifting standards within the industry and on the member Accreditation (audit) process.

Next month we will be holding an online SGM (Special General Meeting) where we will seek member approval to changes in our constitution (rules) that will include the introduction of a Provisional Corporate Member class and the requirement for all classes of Corporate members to conduct an annual self-audit process against the NZSA Codes of Practice.

Information on the proposed changes will be communicated early next month and we encourage all corporate members to review the content and to have your vote on approving or declining the recommendations being put forward.

 

AGM – Seeking new Independent Chairperson and Board Member
Whilst the 2025 AGM (Annual General Meeting) is still some five and a half months away, we will begin the process of replacing our Independent Chairperson, Gray Paterson, within the next few days with listings on the Appoint and Institute of Directors sites and with the intent of having our new Independent Chairperson commencing in the role at the AGM on 19 August.

Gray was appointed as our first Independent Chairperson in 2020 and is standing down on completion of his second term. He has been instrumental in lifting the performance and professionalism of our board, and in ensuring a strong and robust approach to both governance and strategy.

Minimum Wage changes 1st April
Members are reminded that as of 1 April 2025, the minimum wage will increase to $23.50 gross per hour. This is an increase of $0.35 from the current rate of $23.15.

 

NZSA Member Survey
Late last year we contacted our members and asked for them to participate in an online survey. We received an exceptional response and over January and February our small interview team conducted interviews with close to 25% of our corporate members.

AS/NZS Standards Review – Intruder Alarm Systems
The NZSA is a strong advocate for the use of Standards, Guidelines and Codes of Practice in providing clear, consistent and accessible guidance/direction on what constitutes good practice.

For the New Zealand market, the AS/NZS (Australian and New Zealand Standards) have most influence, and it is critical that they are regularly reviewed and updated so as to maintain relevancy.

The NZSA was recently contacted by Standards NZ seeking funding for the upcoming review of joint standard AS/NZS 22011.1:2007 Intruder Alarm Systems, Part 1: Client Premises – Design, Installation, Commissioning and Maintenance.  The cost has been estimated to be in the vicinity of $24,000 and unless the funding costs are underwritten, Standards NZ will not seek involvement and NZ representation on the review committee will be precluded (in Australia all costs are covered by Standards Australia).

This Standard is fundamental to the Electronic Security Sector and requires urgent review given the technology and service changes that have transpired since 2007.

On that basis the NZSA has agreed to fund 50% of the cost, alongside Gallaghers who are contributing 25%, and to give certainty to Standards NZ to proceed, we have agreed to underwrite the remaining 25% whilst we seek further industry support.

We will also keep members advised on any significant changes to the Standard as part of the review process.

 

Ministerial Advisory Group Retail Crime – Powers for Security Officers
Mid last year the Coalition Government announced the formation of a Ministerial Advisory Group (MAG) tasked with tackling retail crime and ensuring there are 20,000 fewer victims of violent crime by 2029 and reducing serious repeat youth offending by 15%.

The members of the group were appointed in September under the Chairmanship of Sunny Kaushal.

Since that time the NZSA has met with the MAG on a number of occasions and provided a number of submissions on a number of areas, including the use of FRT (Facial Recognition Technology), the Trespass Act, the Crimes Act and powers of security officers and the Arms Act.

NZSA members have been invited to attend a Ministerial Update later this week and we are expectant of positive announcements on the powers extended to security officers and the protections provided to them.

Details of the announcements will be made available to our members and stakeholders.

 

Protection for Frontline Workers
As mentioned in the item above, the NZSA has been a strong advocate for the provision of stronger protections from assault for security officers and other frontline staff.

It is important that government, and society as a whole, sends a strong message that any assault, be it verbal or physical, on a frontline worker is unacceptable, and will not be tolerated.

Other jurisdictions around the world have enacted tough sentences for this type of offending and we are very hopeful that similar measures will be adopted here in the very near future.

 

NZSA Board Cadet Opportunity
Last year the NZSA launched a new initiative where we advertised for, and appointed, two Cadets to join the NZSA Board.

The Cadets need to be employed by an NZSA member and whilst the roles are non-voting, they attend and fully participate in all board meetings and board sub-committees. They will also receive valuable mentoring from our Independent Chairperson.

This is a great opportunity for candidates to gain knowledge and experience on the operation of boards and to upskill themselves for future board placements.

PSPLA Report
In November last year the PSPLA convened a Stewardship Group meeting that brought together key industry stakeholders and representatives to discuss the current status of the licensing regime and to help in identifying the work still required to ensure the PSPLA and the empowering Act are fit for purpose given the significant changes in the security industry and the growing demands on private security businesses and their workers.

Some key take-outs from the stewardship report include:

(Note – not everyone who has a valid certificate or licence is currently working in the industry)

  • 31,000 certificate of approval holders
  • 1,530 temporary certificate holders
  • 730 Individual licence holders
  • 1,529 Company licence holders
  • 11,654 Applications processed in the 23/24 year (up 12%)
  • 5,916 Temporary CoA’s issued in the 23/24 year
  • 4,841 CoA’s issued in 23/24 year
  • 369 Objections to licence applications filed in 23/24 year (same as year prior)
  • 186 Complaints filed in 23/24 year (up 40%)
  • 62 CIPU Investigations completed in 23/24 year (including 5 convictions and 6 with charges pending)
  • Only 62% of applications for CoA’s have a full CoA granted

The NZSA is pleased to be a leading participant within the Stewardship Group and we look forward to further engagement as we progress proposed changes to the Act.

 

PSPLA Licensing Decisions
One of the initiatives implemented by Trish McConnell, Registrar for the PSPLA, is the publication of all complaint decisions on the PSPLA website.

This has bought a high degree of transparency to the complaints process and also evidences the work performed by the licensing authority, and the CIPU team (Criminal investigations and prosecutions unit) within the DIA, however it also means that those decisions are open to reporting by the mainstream media.

One recent example of this was the reporting of a case involving Sultan Alfathly, an individual known to have close association with the Head-Hunters gang, and the decision by the Registrar not to revoke his CoA, despite a complaint being filed by the Police.

We understand that there was some complexity behind the decision, including Police filing their objection three weeks late, however from an industry perspective it is very damaging to our reputation and our credibility when individuals with close gang affiliations can be allowed to work in the industry.

We have raised this issue with the Registrar and will push strongly for greater controls and standards as part of the review of the Act.

 

ACC Premiums
Late last year the government announced that it has approved changes to ACC’s levy rates and the levy system for the next three years. The first of these changes will come into effect on 1 April 2025.

As we reported in our December newsletter, this will have a significant impact onto the protective security sector. Whilst the changes will see an average increase of 14% over the three year period, the use of weighting factors will mean an increase of 42.6% over the three years for protective security providers (guards, patrols, event security and CIT).

Correspondingly, electronic security providers are facing an increase of 4.5% over the three years.

The NZSA, alongside many industry associations, made extensive submissions on this but without success.

 

OSPA’s Awards Event
Nominations are now open for the 2025 NZ OSPA’s (Outstanding Security Performance Awards) and I’m pleased to be a Judge for this year’s awards.

The OSPA’s are an international event and there are 15 categories open for security professionals, organisations and teams across New Zealand. Winners from eligible categories at the 2025 NZ OSPA’s will also automatically qualify for the Global OSPA’s in 2026. Entries must be submitted by 8 April.

It is important to note that the OSPA’s do not replace or supplant the NZ Security Awards hosted by the NZSA and the awards function to be held on 26 September this year at the Grand Millennium in Auckland.

We support all initiatives and events that recognise the fantastic work performed by those in the security industry and look forward to celebrating the winners from both the OSPA’s and the NZ Security Awards.

School Gateway Programme
The NZSA is proud to be partnering again with The Learning Place (TLP) in promoting School Gateway Security Placements.

The Gateway Programme allows students to gain real-world security experience by working one day a week for a limited time in a professional security setting.

TLP provides a three-day Secondary School Security Course that covers 20 NCEA credits in security training, including the CoA Unit/Skill Standards, and then collaborates with participating employers to provide the students with practical workplace experience.

The benefits to participating employers include supporting the development of skilled future employees, contributing to the growth and professionalism of the security industry, strengthening company ties with the local community and schools, and potential recruitment opportunities.

NZSA Membership Subscriptions
As a membership organisation we place extreme value on retaining and attracting members and are very mindful of the costs of the current economic climate. Therefore we have only increased membership subscriptions by a nominal amount of 2.5% to cover the increased costs of inflation (please note we did not put through an increase last year).

NZSA Member Survey
The NZSA undertook a survey of Corporate Members about their interactions with the NZSA, their business needs and their thoughts on how the NZSA could add value to their business. To request a copy of the independent Survey Analysis and Recommendations please email [email protected].

NZSA Special General Meeting
A reminder to Corporate and Life Members that your voting form for the Constitution and By-Law changes is due for submission by 5.00pm on Friday 21 March. If you would like the form to be re-sent to you please email [email protected].

NZSA Board Cadet – nominations open
The NZSA Board is seeking to appoint a further candidate to act as NZSA Board Cadet for a two-year period (2025 to 2027).

The cadet will be invited to attend all board meetings (refer below for meeting schedule) and actively participate in at least one board subcommittee. Whilst the Cadet position will not be entitled to a vote on board matters, they will be encouraged to engage in board discussions and to contribute towards board decisions and outcomes.

The Appointee will be provided with a full induction into the board operations and will receive personal guidance, support and mentoring from the NZSA Board Chair.

Nominations will ideally be for individuals who have been identified as having leadership potential and have a strong interest in developing their own skills and capabilities, particularly in governance type roles.

They will also need to have the support of their member employer to attend scheduled face to face and online board meetings (meetings are in Auckland and NZSA will meet any necessary travel costs).

The NZSA Board are acutely aware that board positions are traditionally the domain of business owners and leaders, and we see this initiative as an exciting opportunity to encourage greater diversity around the board table and for the board to encourage, support and develop those who have the talent and capability but would not normally have the opportunity to be appointed to such positions.

Interviews with short-listed candidates will be held during April and ideally the successful individual will be invited to attend the NZSA Board Meeting scheduled for Tuesday 20 May.

Membership Subscriptions
The 2025/2026 financial year subscriptions will be forwarded from the Gecco member management system within the next week. As mentioned in the CEO Report above, we have increased the annual subscription by a small amount to cover the increased inflation-related business costs for the year.

Special Interest Groups (SIGs)

Security Consultants
Special Interest Groups, referred to as SIG’s, are an excellent way for the NZSA to support its’ members and ensures that our “voice for the industry” represents to views of our members.

The Security Consultant Special Interest Group (SCSIG) was formed in mid-2024 with the intent of providing a forum for specialist security consultants to provide input and guidance to the NZSA Board and Executive on a wide range of matters including:

  • Security of Crowded Places
  • Security of Critical Infrastructure
  • Industry licensing classes and emerging sectors (such as Cyber Security)
  • Legislation impacting the security industry
  • Industry Standards, Guidelines and Codes of Practice
  • Technology developments (such as Facia Recognition Technology)

Given the SCSIG is a new entity, meetings are currently held monthly online and of one hour duration.

We currently have approximately 20 members within the group but welcome expressions of interest from those who would like to join. For more information contact Jonathan Howe on [email protected] or Gary Morrison on [email protected].

 

Security Training and Professional Development
The Security Training and Professional Development SIG (STPDSIG) was established a number of years ago with key objectives including supporting the development of a professional industry which offers training and career pathway opportunities and raising industry standards by improving the quality, accessibility and uptake of industry training.

Group members cover representatives from security providers, training providers (PTE’s), Ringa Hora (our WDC) and Te Pūkenga (the NZ Institute of Skills and Technology).

It is fair to say that vocational education has been something of a political football over the last seven years with the disbanding of the ITO’s and creation of Te Pūkenga and WDC’s, and the disruption will continue for some time as the current coalition government is looking to replace these entities with alternate structures.

This has reinforced the need for strong industry representation for our learners and for industry groups to take a leadership role in ensuring training continues to be fit-for-purpose.

The STPDSIG has been very active in working with the Standards Setting Bodies and NZQA to ensure that our training and qualifications are fit-for-purpose. Last year we finalised the review of the CoA Unit Standards and rewrite as Skill Standards. The new Skill Standards have been fully approved and whilst they can be trained against currently, training providers have until 31 December 2026 to move from the Unit Standards to the Skill Standards.

The STPDSIG believes that the Skill Standards will bring more robust and in-depth training, and we are currently working on developing a National Curriculum for the delivery of the CoA training based on the Skill Standards. We have the support of the vast number of PTE’s (Private Training Establishments) and are targeting having the training resource, materials and assessment ready for the PTE’s to implement by the third quarter of this year. Benefits of a National Curriculum include standardised delivery of the training content and timing.

The other key initiative within the STPDSIG is the development of a pre-employment training programme, that we are promoting as a pre-requirement for applications for Temporary Licenses. Currently those who receive a temporary licence have a three-month window to complete the mandatory CoA training. This brings significant risk, particularly if their employer fails to provide appropriate induction training.

The Pre-Employment Training programme will be online and provide several hours of basic entry level training on the role of security officers, the laws that they operate under and managing conflict, and a brief assessment of competency. Applicants who undertake the training will receive a Certificate of Completion and this would need to be provided in support of all Temporary Licence applications (the PSPLA fully support this).

We are very mindful of not imposing roadblocks for those wanting to join the industry and will ensure that any costs associated with undertaking the Pre-Employment Training will be nominal.

Electronic Security
The Electronic Security SIG (ESSIG) comprises some twenty members and meets every two months.

Initiatives in progress include:

  • Providing guidance on any rewrite of the PI &PSP Act with regards to the definition applied to Security Technician roles, and recommendation for creation of a licence class for administrative and non-operational positions/roles.
  • Delivering a presentation to approximately 250+ IBANZ insurance brokers, including the importance of ensuring security measures are commensurate with the risk.
  • Evaluation options for developing career opportunities for new entrants to the industry, including a social initiative for bringing more people into the trades, and implementing a Group Scheme with Skills Group, similar to that currently provided for electrical workers.
  • Developing agreed compliance standards with Councils.
  • Liasing with the newly established Cabling Industry Association NZ and evaluating training and licensing implications.
  • Conducting initial discussions with representatives of the Car Alarm industry with regards to potential licensing coverage (as used to apply in the early 2000’s).

ACC Recovery at Work Resources
ACC has two new resources to help businesses support recovery if an employee is injured and needs time off work. In many cases and with some temporary adjustments, people can safely recover from injury while working and use work as an active part of their recovery and rehabilitation process.

The sooner an injured person can get reconnected back to work, the better it can be for their mental wellbeing and physical recovery. They’ll also be more likely to return to their job, helping you and your team get back to business as usual.

Each year ACC receives almost two million new claims – be prepared so you can play an early and active role in the recovery journey for your employers, regardless of whether they’re injured inside or outside of work.

The new ACC resources are:

  1. Getting started guide for supporting your injured employee. This resource provides an overview of how employers can support their employee after an injury and help them return to work.
  2. Recovery at work guide. This one-page guide is for employees to help them identify key steps they can take if they are injured and how to work with their employer to return to work. Employers can share this with any employees who get injured.

How can we best empower the Security workforce to respond to growing retail crime?

  • Crime rates and rates of aggression have been rising significantly over the last several years.
  • Many in the industry report that Security professionals are currently only allowed to defend themselves and young offenders take advantage of this.
  • Industry are advocating for enhancements to legislation around Trespass and Use of force.
  • These enhancements could empower security officers to better defend themselves and support them to operate more effectively.

SecTech Roadshow NZ Launches
SecTech NZ is a new one-day touring tradeshow that brings the latest security products and technologies to security installers and integrators, security consultants and security managers in 3 New Zealand cities in June 2025.

Current exhibitors include NZSA, Aiphone, HID, Inner Range, Architectural Hardware & Security, Motorola Solutions, CIC Technology, Dahua Technologies, Openeye, Permaconn, ASSA ABLOY, Net Alarms, Geutebruck, ICT, ECOS Systems, CRK, Traka, Hikvision, PowerStack, Stentofon, Gallagher, Dicker DAS and TP-Link, giving attendees a broad spread of access control, alarm, CCTV, automation and software solutions to get their teeth into.

NZISF breakfast meeting
Topic:  AI and Software Code – Some Legal Issues

The seminar explores the legal issues surrounding the use of Artificial Intelligence (AI) in software code creation.

The presentation begins by discussing general principles of liability for faulty software, including contractual, product, and tort liability, as well as consumer protection laws.

It then examines how software creators can limit their liability through contractual provisions, quality assurance, and compliance with standards.

The role of AI, particularly large language models (LLMs), in generating code is analyzed, highlighting the complexities of authorship, copyright, and liability.

The seminar also addresses the legal implications of AI-generated content, including defamation and data privacy concerns and compares the regulatory approaches of New Zealand, which relies on existing frameworks, and the European Union, which has enacted comprehensive AI-specific legislation.

The conclusion emphasizes the need for understanding AI’s workings to inform legal outcomes and suggests that existing legal principles can be adapted to address the challenges posed by AI in software development.

It is argued that while fundamental legal principles remain applicable, the involvement of AI introduces new complexities that require both legal adaptation and regulatory clarity. Given AI’s rapid evolution, legal responses are likely to remain dynamic, balancing innovation with consumer protection and liability considerations.
